Regional Road Development Through Creative Financing Schemes with Optimisation of Inpres

PT Penjaminan Infrastruktur Indonesia (Persero) together with the Directorate General of Highways, Ministry of Public Works, invites local governments to attend the ‘Creative Financing Scheme Implementation Support Programme’ through the optimisation of Presidential Instruction No. 11 of 2025. This activity is part of the Central Government's efforts to accelerate the improvement of regional road connectivity to support food and energy self-sufficiency, as well as to expand the use of creative financing schemes, including Public-Private Partnerships (PPP).
Overview
In line with Presidential Instruction No. 11 of 2025 concerning the Acceleration of Regional Road Connectivity Improvement to Support Food and Energy Self-Sufficiency, PT Penjaminan Infrastruktur Indonesia (Persero) together with the Ministry of Public Works and related ministries/institutions organised a Creative Financing Scheme Implementation Support Programme.
This activity aims to:
- provide local governments with an understanding of the policies and implementation mechanisms of the Presidential Instruction on Regional Roads;
- introduce creative financing alternatives outside the Regional Budget (APBD) and State Budget (APBN), including the Public-Private Partnership (PPP) scheme;
- explain the Central Government's support in improving the feasibility and attractiveness of projects;
- and facilitate the initial exploration of the development of a regional road project pipeline in line with national policies.
Through this activity, it is hoped that local governments can identify potential regional road projects that can be pursued through structured and sustainable creative financing.
